Essay

The dissertation is devoted to the study of the functioning of financial-political groups in an unstable institutional environment. The paper analyzes the main foreign and domestic concepts and theoretical-methodological approaches to the impact of a large capital, in particular, financial-political groups on political and socio-economic processes in stable and unstable institutional systems. The attributes of the formation and functioning of financial-political groups in Ukraine are investigated, also their main instruments of their influence on the process of formation of the state policy are outlined. The democratic mechanisms of limiting the influence of financial-political groups on the process of making managerial decisions in public policy and the system of public administration are proposed. The urgency of the study is explained by the fact that there is a great necessity of finding an effective model for the mutual existence of financial-industrial groups, State and social institutions in unstable institutional environments, in particular, in Ukraine. After all, unlike the States with developed economic and political systems, stable democratic traditions, unstable institutional environments are characterized by the existence of an informal system of interaction in the triangle “State – financial-industrial groups – civil society”, the main feature of which is the active participation of corporate business-groups in the political life of the State. Under the condition of systemic institutional instability existence, financial-industrial groups are losing exclusively economic features and getting new features, which allow them to be classified as financial-political groups. For such kind of corporate groups is typical the combination of economic, political, social and administrative components for the realization their private interests. The further development of the theoretical substantiation of the thesis on the formation of financial-industrial groups and their subsequent transformation into financial-political groups in the post-Soviet countries were made. The existing periodization of the formation of financial-political groups in Ukraine was significantly complemented. Also the author has offered an own classification of the main instruments of the financial-political groups’ influence on the process of formation of the State policy, which allowed to propose a systematic set of mechanisms for limiting the financial-political groups’ influence on the process of State-management decisions making. Cause, one of the main conditions for the Ukraine transformation, as a State, into a competitive actor in international relations is the solution to the problem of overlapping cooperation between big business and political power in the State.
