Burkun V. Strategic benchmarks for the development of the national transport system in a globalizing environment

The dissertation is devoted to substantiation of conceptual positions and development of theoretical and practical bases of strategic development of the national motor transport system in the conditions of globalization. The author's theoretical approaches to the interpretation of the national automobile system are formed. The component composition of the national motor transport system as a component of the unified transport system of Ukraine with a hierarchical structure, which is formed from three echelons - the national, regional motor transport system and the system of motor transport enterprises, is connected with the unified control system, which provides through its subjects interaction with the market of the motor transport system The methodical approaches to the evaluation of the development of the national motor transport system are systematized, based on the author's developed functional interaction between the main components of the development of the national motor transport system in the combination of three components of efficiency - economic, environmental and social. The general characteristics of the efficiency of the motor transport system on the basis of Engel and Uspensky coefficients, which characterize the efficiency of the motor transport system of Ukraine, and provide an opportunity to compare among themselves the level of efficiency of the motor transport system of separate regions, is substantiated. It is determined that one of the most important strategic directions of development of the national economy is the use of transit and transport potential of the country and ensuring the efficient functioning of the Ukrainian motor transport system. The conceptual approaches to the formation of the national motor transport system on the basis of their division into economic, ecological and social approaches are formed. The basic stages of forming the model of organizational and economic management mechanism, which are divided into - preparatory, preventive, stabilization and integration, are determined, the main task of which is to implement measures that will allow the national motor transport system to integrate into the European space and meet the latest requirements imposed by it on globalization.
