Essay

The thesis is a theoretical study of the problem of implementing personnel policy in Ukraine (finding ways and directions to improve public administration performance and effectiveness, improving the legislative framework). In the course of the research work, the author established that the main internal political priority of the personnel policy in Ukraine is construction of a modern legal state of the European type where a special role is assigned to public service and service in local government bodies that ensures the legitimacy of political decisions, the integrity of the state as an institution, realization of constitutional guarantees of citizens' rights through a stable and continuous provision of public services. It is determined that the development and implementation of the modern personnel policy of Ukraine in all spheres of public activity requires an effective personnel system that includes a set of personnel institutions and organizational structures that implement integrated management of personnel processes in order to achieve certain priorities for the development of the society. It is proved that the personnel policy should be: a component of the state policy; scientifically justified, taking into account the state needs for personnel in the transition period; consistent in solving strategic tasks; focused on the revival and sustainable development of Ukraine, as well as on attracting to the public service professionally trained, patriotic and moral people with innovative creative aspirations and motivation; objective and comprehensive i.e. based on the unity of goals, principles, forms and methods of working with cadres. Consideration and generalization of global trends in the reform of public administration and public service show that. due to the importance of high-quality staffing of public authorities in the last twenty years, the issues of the role of public service in the modern society, the functions of personnel services, and the goals of the personnel management systems in public authorities were raised at the center of reforms. Accordingly, the staffing policy in the public service and human resource management system of public authorities has become more dynamic and complex, having at least three different but almost always interrelated dimensions: ideological, political, and technical.
