Essay

The research object is the state policy of the conflict victims territories of Ukraine restoration. The purpose of the study is to synthesize the theoretical principles and provide practical recommendations for improving the mechanism of the CVTR state policy implementation on the strategy development basis implemented on the basis of region's socio-ecological and economic development. Research methods - generalization; abstract-logical; historical analysis; comparative analysis; analysis and synthesis; system approach; prognostic methods; independent characteristics modeling and generalization. The results obtained practical significance, is conditioned, by the importance of using the submitted proposals by the state authorities and local self-government bodies in developing the territorial community development strategy. The scientific novelty of the results is to improve the state policy implementation mechanism of affected areas rehabilitation, as well as to formulate a strategy for the implementation of the CVTR state policy, aimed at the effective restoration and use of the reintegrated and affected areas potential. For the first time, the strategy of the CVTR state policy of was proposed. The terminology apparatus has been improved on the basis of the scientific approaches analysis to the definition of the "state policy" concept and by forming the notion "conflict victims territories restoration state policy", effective state policy conceptual foundations of areas affected by conflict restoration; the state policy implementing mechanism of conflict affected areas restoration, within which a combination of a rational management structure is proposed. Further system development of the main components definition of normative and legal CVTR state policy support was obtained; studying the international CVTR experience and formulating on its basis recommendations on the affected territories reintegration priority directions generalization; studying the status of areas affected by the conflict and defining tasks for their restoration.
