Essay

This dissertation is devoted to complex study of the economic mechanism of using and preserving green areas in urban planning systems, studying the present state, identifying the main problems of the development of green areas and finding new ways to improve the existing economic mechanism for their conservation. The economic and legal mechanism for compensating private losses caused by the urbanization of recreational and nature protection territories has been improved, and attention has been focused on the right of every owner of residential real estate to compensate for the reduction of the value of residential real estate, in the case that such real estate is located in the service area of the recreational or nature protection area to be seized. For the first time we proposed inclusion in compensation payments in the case of the removal of green areas the index, which can become an integral part of the mechanisms of cost-effective decarbonization, characterizing the value of absorption CO2 by trees. In this dissertation we also proposed to use spatial regression analysis to estimate how green areas may affect the apartments prices. For the purpose of introduce the mechanism of compensation for private losses caused by the urbanization of recreational areas, for the first time we proposed to calculate coefficients of impact for each city, on a permanent and periodic basis, but it is noted that for this purpose there is necessity of the development of complete urban geographic information systems (GIS), as well as the introduction of changes to the current legislation system of Ukraine. In this dissertation we also proposed to establish recreation and security zones around recreational lands with subsequent registration in the state land cadastre and imposing certain restrictions on use and restrictions on activities within such zones. The necessity of identifying new perspective areas of the ecological network and perspective areas of development of green areas for Kyiv city planning system is grounded taking into account scientific recommendations, urban planning documentation and public initiatives on the basis of publicity, transparency and openness of data.
