This dissertation is the first research in the domestic legal science devoted to parliamentary procedures regarding the formation and functioning of the government in Ukraine and in the European Union member states. The legal constitutional nature of parliamentary procedures is analysed, the peculiarities of legal constitutional regulations of parliamentary procedures in the EU member states are considered, the legal characteristic of parliamentary procedures is given regarding the formation, activity control and parliamentary responsibility of the Cabinet of Ministers of Ukraine.
