Essay

The dissertation is to obtain a scientific degree of candidate of technical sciences. The specialty reference number and title: 05.24.01 – Geodesy, photogrammetry and cartography. − Kyiv National University of Construction and Architecture, Kyiv, 2018. The state and trends spatial planning and cadastral systems informatization in developed countries and Ukraine have been analyzed. The concept of spatial data infrastructure is proposed for developing of urban cadaster system. Service-oriented architecture with three-level logical structure is proposed for building the urban cadaster geographic information system. The principles of digital representation and registration of urban planning documentation and spatial datasets within the unified repository of urban cadaster information resources are highlighted. The structural model of urban cadaster information resources is proposed. The methodological basis of urban cadaster information resources unification, which is based on harmonization of Ukrainian urban cadaster regulatory framework with international standards on geographic information ISO 19100, technical specifications of Open Geospatial Consortium and INSPIRE technical specifications, has been developed. The method of unification of data models of urban cadastre geographic information system is developed. Urban cadaster feature catalog is developed. The technological scheme of creating the resources of unified digital topographic basis with the use of modern methods of remote sensing such as laser scanning and photogrammetric acquisition from unmanned aerial vehicles is proposed. Experimentally proved, that the accuracy of photogrammetric models, created with low-cost UAVs, is enough to produce topographic plans of 1:500 scale and smaller as a base for urban planning documentation development. The efficiency of work with raster data and laser scanning point clouds within the environment of object-relational database management system was experimentally investigated and optimal parameters for storage and use of these data were proposed. Structural-functional model of the urban cadaster geoinformation system with detailed description of all subsystems is developed. Following logical models were developed and implemented within PostgreSQL environment and spatial extension PostGIS: subsystem of registration of urban planning documentation; subsystem of maintenance of the address register; subsystem of zoning plan maintenance. Applied SQL-functions are implemented for automatic formation of city-planning conditions and restrictions and normative monetary valuation of land in the environment of object-relational DBMS.
