Kuvitanova Y. Legal Acts of the Cabinet of Ministers of Ukraine: General Theoretical Characteristic

The purpose of the research is to identify the nature of the legal acts of the Cabinet of Ministers of Ukraine (the Government), to analyze the main requirements of the legislative technique and rules of the legislative technology that ensure enactment of high-quality legal acts. Main features of the legal acts of the Cabinet of Ministers of Ukraine (regulatory character, subordinate legislative character, special regulatory framework and the determined order of enactment) are studied in the paper. The legal acts of the Government are classified on the basis of different criteria. The theoretico-technical requirements to the substance and the form of the aforementioned acts are identified, as well as the theoretico-technological rules of high-quality legal acts of the Cabinet of Ministers of Ukraine adoption are analized on the stages of project drafting, approvals, consultations, expert appraisal and adoption, publishing and entering into force.
