The dissertation is focused on studying the system-structural organization of local self-government in the French Republic, as well as the definition of ways to use its experience in reforming local self-government and the territorial organization of power in Ukraine. The historical development of the system-structural organization of local self-government of France (I-V Republic) is characterized, its modern legal basis has been clarified. The genesis and current state of the municipal law doctrine and its influence on decentralization and local government in France are characterized. Understanding of the current state of constitutional and legal regulation of the systemic and structural organization of local self-government in France is Improved. A detailed description of the systemic and structural organization of local government in France was provided; It is substantiated that its modern model is dualistic: primary competence is distributed at all three levels between the council (municipal, general, regional) and, corresponding to the main official of local self-government (mayor, chairman of the general or regional council). The content of the constitutional and legal status of territorial groups in France is disclosed. The system, order of formation, competence of representative and executive bodies of local self-government in France have been clarified. The possibilities of improving the system-structural organization of local self-government in Ukraine in terms of using the French experience of decentralization are identified.
