Velyksar T. Financial support of the social protection system of the population of Ukraine.

The thesis deals with development of theoretical and methodological provisions for the functioning of the system of financial support for social protection of the population and practical recommendations for its reformation. The economic essence of social protection and its financial support have been disclosed. The components of social protection system of the population, their role in the formation of financial support have been specified. The scientific and practical significance of the principles of the system of social protection of the population for forming its financial support have been explained. The approaches to the formation of financial support of domestic and foreign systems of social protection of the population have been distinguished. The analysis of the main tendencies of the formation and distribution of financial resources of the system of social protection of the population of Ukraine have been carried out. The scientific and methodological approaches to the express -estimation of the sufficiency of the financial support of the Pension Fund of Ukraine and the Social Insurance Fund of Ukraine have been expanded, which allowed to determine the size of the deficit, the proficit of the financial resources of these funds specified, and identify the reasons for the payment of non-insured payments. It is estimated the financial support sufficiency of the subsystems of social security and social assistance through the payment adequacy coefficient. The use of correlation-regression analysis enabled us to propose models for forecasting the sufficiency of financial support for social security, social assistance and social insurance subsystems. There were highlighted the basic, derived and detailed factors influencing the financial support of the subsystems of social protection. The dominant elements of reforming the system of financial support of social protection of the population of Ukraine have been determined. The principles of construction of a system of financial support for social protection of the population have been highlighted. The use of the scenario approach to the formation of financial support of the subsystem of social security of the population has been suggested, principles of formation of financial resources in social security subsystems and social assistance have been outlined. It has been proposed a phased introduction of social benefits monetization depending on the degree of their impact on the economy: benefits for housing and communal services; benefits for travel by public transport; benefits for health-resort treatment; benefits for communication services. It was proposed a solution to the problem of financing social services in the direction of “prioritizing the service provision” on the basis of intersectoral social partnership and deinstitutionalization (through the creation of the Social Assistance Fund for people who want to be kept at home). Scientific and methodical approaches to improving the financial support of the social insurance subsystem have been developed to create the conditions for maximum coverage of social risks. A phased introduction of compulsory medical insurance for employees of enterprises (institutions, organizations), a differentiated rate of a single contribution to compulsory social insurance depending on the riskiness of production, creation of the National Medical Insurance Bureau has been suggested.
