Essay

The thesis concerns about analyzing the mechanism to prevent thefts in countryside and working out the set of recommendations to improve such a mechanism functioning. The study defines the notion of theft in countryside, considers its content and essence. It`s stressed that nowadays theft in countryside occurs widely and then it demands full consideration to work out further timely reacting means. The present penal counter-property crime means are not able to affect in a proper way that`s why one of the way to solve this issue should be improvement of penal legislation and doctrinal approaches to study theft in countryside. The basic historical stages of genesis and evolution of country property crime, and criminal liability for committing crimes against property are analyzed; the peculiarities of the theft subject within a village, objective and subjective signs of the given crime are established. It`s stressed that countryside is an ideal place to commit a crime against property because of the absence in most cases of signal systems, long-term absence of house-owners, victimization of countryside population. Special attention is given to the thief person peculiarities, diversifying the basic types of criminals committing crimes in countryside and their psychological portraits. It is ascertained that human behavior is a complex of definite regularities inherent to every individual. It differs one person from another. These regularities are complex of habits, skills, views, moral and willed features, ethic and esthetic preference. This difference is responsible for individualism while a crime is being committed, which makes it possible to identify a person of a criminal. Studying of determinants of property crimes made it possible to formulate a complex of scientific grounded theoretic-applied recommendations aimed at optimization of mechanism for counteracting thefts committed in countryside and creating fundamentally new forms of criminological influence on property crime.
