The international significance of the State Program for the implementation of the Treaty on the Open Skies, its perspective directions and shortcomings at the present stage is analysed. The risks in the organizational structure of the state control in the field of arms control are allocated on the basis of the administrative nature and legal nature of the functions of the state and management functions performed by the special actors formed by the state and operating within the competence defined for them in the relevant legal acts.
