The thesis solves an important scientific task for the analysis of the peculiarities of functioning of political and administrative systems of modern European countries for the creative use of the experience gained in Ukraine. The existing approaches in the domestic and foreign scientific literature concerning the understanding of the forms and content of the interaction of politics and management are analyzed; political and administrative components of public administration. In the thesis proved, that it is impossible to clearly separate political functions from administrative, because there is a diffuse differentiation of political and administrative levels. T
