The paper is devoted to the theoretical and methodological principles, tendencies and peculiarities of the transformation of the national system of public administration in the context of foreign experience implementation in reforming public administration. The dissertation substantiates the distinguishing stages of the development of public relations in the system of reforming public administration since the foreign experience implementation, describes the institutional and theoretical foundations of the transformational process in public administration, and elaborates the implementation process stages of foreign experience of reforming public administration in Ukraine. Modern approaches to the formation of a complex algorithm for the implementation of foreign experience are systematized. The essence of modern tendencies in the formation of the institutional foundations of the implementation process in the system of public administration in the context of decentralization of power in Ukraine is described. The author's theoretical conception of the transformation process as an interaction of transformational factors in the system of public administration in Ukraine, which is formulated on the basis of the implementation of foreign experience in reforming public administration, is developed and offered.
The dissertation presents a conceptual framework for the study of the foreign experience implementation in reforming public administration as an independent direction in the science of public administration. The stages, principles and methodological basis of the research are defined and substantiated, the author's conception of implementation of foreign experience in reforming public administration is developed. The essence and peculiarities of reforming on the basis of foreign experience are determined by elucidation of its authoritative character, and on the basis of the criteria of evaluation of the functional state of the system of public administration the ability of the public administration system not only to regulate the influence on social relations in the conditions of state administration reforms, but also to combine innovative forms and methods of public administration at the central and regional levels in the context of the formation of an adaptive management model is described. The author proposes her vision of the content of the concepts of «reforming public administration», «comparative-adaptation model», «implementation of foreign experience», «management on the basis of adaptation methodology», «implementation effect», «implementation paradox», which are developed on the basis of the analysis of European experience modernization of public administration. The methodology of determining the ability of the public administration system to implement the foreign experience of reforming public administration in the conditions of the formation and implementation of the national strategy of modernization of power is developed. Such results allow formalizing approaches to the definition of the peculiarities of the functioning of the public administration system in the context of the introduction of foreign practices of public administration (in the field of public services, public administration, development of public-legal principles of management, etc.). Practical approaches to using the means of rationalization of the state-management activity in the context of the state's European integration policy based on concepts and models of the new public administration are developed in this work. The adaptation methodology is offered to be considered as an essential feature of public administration precisely in the transformation period. On this basis the theoretical concept of the transformation process in the system of public administration is proposed.
Since the conducted research the methodology of the structural-functional analysis of the transformation process in the system of public administration and its institutional forms is proposed; the content of adaptive technologies in the constitutional changes is substantiated. This allows forming the basis of the transformational trend in the system of public administration in order to conform to European standards of public administration, namely: improving regulatory and legal framework, creating an organizational structure, expanding public participation. The author offered her own interpretation of the category “public administration”.
