The necessity of the development of mechanisms of state human resources management in the system of regional power in the context of the reform of government has been updated. A number of conceptual and applied provisions have been formulated, differing in scientific novelty and which have theoretical and practical significance. The organizational and legal frameworks of human resources management mechanisms, tools to ensure their effectiveness by amending regulatory acts, improving the functions, structure and organizational relations of personnel services have been improved; The introduction of an analytical and prognostic approach to recruiting staff, career planning and organization to improve the professional competence of civil servants, the reorganization of the vocational training system has been proposed. The creation of independent institutions of expert evaluation and public involvement in the assessment, improvement of the methodology of individual professional development of public servants is substantiated. Proposed measures to improve the mechanisms of human resource management in regional authorities, including: the legal regulation of the problems of the activity of civil-military administrations in the Donetsk and Lugansk regions, development and implementation of a human resources management program based on a competence-based approach; the use of modern human resources management, etc. Practical recommendations have been developed for improving the mechanisms of human resources management in regional authorities in the context of public administration reform.
