The paper clarifies the concept of the state mechanism of information support for the development of a region. The categorical apparatus of the theory of public administration was further developed thanks to the clarification of concepts: the concept of the state mechanism for providing information for the development of a region as a system of socio-economic interaction (provision of information services through outsourcing through telecommunication channels), scientific and technical (development of computerization, automation, efficient labor organization). ), sociocultural (influence of books, newspapers, stories of other people) processes at the state level e, through the effective and comprehensive use of information and communication systems, which will ensure the creation of conditions for the fuller satisfaction of information needs in the region. Developed provisions to substantiate the concept of the state mechanism of informatization of society, including the interaction between citizens, public authorities, public organizations through the use of information and communication technologies (creating a global information space, new approaches to the use of modern information technology, increasing the role of information and knowledge in life society) in a qualitatively new public administration system (institutional environment), the introduction of innovative components: digital economy (e-government, e-education), e-business (scientific-oriented technologies, highly qualified specialists).
The institutional tools for the implementation of the state mechanism of information support for the development of the region have been improved, which, unlike the existing ones, are based on the interagency information interaction of the participants; building a unified information vertical of public administration; Increasing the availability of administrative services for the public and businesses, through the creation of local computer networks, provides for the process of upgrading the statistical information processing system and improving information flows based on promising software and technological solutions.
Principles of building an effective state mechanism of information support for the development of the region were developed, namely: consistency (interdependence and balance of informatization development with the development of the entire national economy of the country), self-development and self-financing (expanded reproduction through the formation of information processes and needs, self-sufficiency and self-sufficiency); regional policy (information security, openness of the region).
The state mechanism of the logistical information system of regional WEB integration was defined, which, unlike the previously existing one, is based on electronization of the economic flows of the regional economic complex, providing for qualitative transformations in the field of transport, economic and information links of the region, aimed at mutually beneficial cooperation of expanding foreign economic relations, developing regional goods and services market, providing employment and increasing socio-economic standard of living of the population of the region.
The approach to the formation of the innovation-information infrastructure of the region has been improved in terms of the elements of development: scientific and technical, technological base (formation of technology parks, technopolises, incubators, consortia, clusters); information-analytical system (creation of licensed newest software, computing systems of non-traditional architectures, artificial intelligence systems), which will increase the competitiveness of the region.
A structural-functional system has been developed for the formation of a regional market for information products and services, in blocks: analytical centers (collecting statistical data, monitoring changes, forming a forecast) information technology centers (creating databases: socio-economic and financial indicators, regulatory and scientific -technical information, register of individuals and legal entities, cadastre of buildings and land). The directions of the formation of the geo-information-logistic system as an element of the state mechanism of information support of the region are defined, namely, the creation of a digital spatial data bank; administering a unified data warehouse of the regional information system; service of multiservice communication network; development of regional logistics centers, which will ensure efficient servicing of the region’s socio-economic processes and integration into the unified information environment of the world community.
