Koilo V. Formation of financial security of Ukraine under the influence of attraction of credit resources of International financial organizations

In this thesis a scientific-methodical approach to the definition of the essence of the concept of financial security was improved; it was determined which of the most significant threats exist for the financial system at the present stage of development; a model of interconnection and influence of credit resources of International financial organizations on the level of financial security, which has the character of the debt spiral, was developed; a new approach to the assessment of debt security has been developed taking into account international experience, which is based on the systematization of indicators in terms of research directions: solvency, state liquidity, domestic indebtedness and external indebtedness of the state; a study has been carried out that allowed assessing the tightness of the link between the volume of borrowed loans from the International financial organizations and the official reserve assets of the National Bank of Ukraine, the official rate of hryvnia to the US dollar and the state of the State Budget of Ukraine; an analysis based on the application of the Solow model was made to justify the relationship between the country's economic growth and macroeconomic parameters; scientific and methodological support was provided for the assessment of financial security taking into account international experience; the scientific-methodical approach was developed, which allows to determine the maximum allowable level of external state debt to GDP taking into account the provision of a minimum level of financial security; the necessity of implementation in Ukraine of the Agency on public debt management was substantiated.
