Essay

The dissertation is devoted to the development of the directions and methods for the modernization of staffing at the machine-building enterprises on a marketing basis in terms of a discrete production process. The scientific work reveals the scientific substantiation of the notion «staffing» of the machine-building enterprise using marketing approach. It is synthesized the specific features of staffing at the machine-building enterprises within the context of correlation of space-time and technological determinants. The scientific tools are formed and modified for the diagnostics of staffing at the machine-building enterprises, that consists of three stages and includes 24 procedures, which are complementary and interferential. The staffing is analyzed at the following car-building enterprises: PRJSC “Azovobschemash”, PJSC “Kryukov Railway Car Building Works” and PJSC “Dneprovagonmash” in accordance with the proposed scientific diagnostic tools. Established, the existence of an inverse correlation between indicators of production and economic activity and staffing supply. The correlation of staffing according to economic activity is determined. It is typified the positions on the basis of the “vector of turnover” and “intensity of turnover”. Professional and qualitative correspondence of the employee quality to the needs of the employer is assessed by determining the integral indicator of professional and qualification correspondence. It is proved that the approach to staffing at the machine-building enterprises is oriented on the range of production. This approach is efficient in case of full production capacity, but in case of lack of orders it loses its economic effect. The actual conditions of the business allow to order only a part of the products presented in the range of production. To solve the problem, it is needed to modernize the process of staffing, which supposed to implement a discrete approach. The approbation of the discrete approach requires the use of the simulation model, that allows to simulate the situation at PJSC “Kryukov Railway Car Building Works” when the portfolio of orders with five contracts was formed. The staffing monitoring is performed at the machine-building enterprises which consists of two parts. The first part is an analysis of the balance between the employed staff of the assembly and welding shop of PJSC “Kryukov Railway Car Building Works” and their correspondence to the contracts requirements of the simulated portfolio of orders. The second part of the monitoring is ranking according to the degree of complexity of the correspondence problem regarding time periods. The method of concomitant variations is used to develop the adaptation of personnel to certain situations, which allowed to summarize two empirical experiences: the calculation of recruitment needs and its comparison with the available employed.
