The thesis deals with theoretical and practical generalization as well as the new solution of an important scientific challenge as for the improvement of the mechanisms of innovation implementation in the activity of public authorities in Ukraine, justification and development of scientific and practical guidelines in relation to the mechanisms of innovation implementation in the activity of public authorities in Ukraine.
The research resulted in the development of the structural and functional model of the mechanism of innovation implementation in the public administration process as an aggregate of logically connected mechanisms of the public authorities functioning at the stages of adoption and realization of innovations in the system of public authorities, in accordance with system-wide, functional as well as the instrumental levels of implementation.
The model of complex mechanism of innovation implementation has been suggested, with the subjects of initiatives as for innovative activity, mechanisms of public authorities functioning in the regime of innovation implementation and resource mechanisms being defined as the basic components.
The research apparatus for notions and categories has been improved by formulation the definitions as follows: “Innovative activity of public authorities”, as comprehensive results of the quantitative changes within the system of public authorities, which provide for effective communication with civil society in the course of formulation and implementation of the state, regional and local policy; “Public administration innovations” – as qualitative, substantial changes in the system of public authorities (public administration, local self-government), as well as in the mechanisms of their interaction with non-governmental organization and the public of Ukraine, which do not contradict the Constitution and do not represent a threat to national sovereignty; “Mechanisms of innovation implementation and the activity of public authorities” – as processes of practical realization by public authorities, in interaction with civil society, public innovative policy of Ukraine.
The directions as for the improvement of the mechanisms of innovation implementation in the activity of public authorities have been substantiated, the former being grouped by some basic characteristics, namely: the directions of development, the directions of protection, internal directions, constraining directions and crisis directions.
The systematization of foreign and national models of implementation of public administration reforming has been carried out, which consists in probable adaptation and implementation of foreign mechanisms of innovation introduction in public administration activity to the Ukrainian conditions of the development of the system of public authorities; determination of the degree of innovation efficiency as well as resource capacity of its implementation in Ukraine; possibilities for overcoming the factors of resistance at all hierarchical levels of public authorities.
The theoretical and practical readiness of public servants as for the implementation of public administration innovations have been evaluated by the criteria of awareness of the principles of the theory of innovations, experience of their implementation, knowledge, importance as well as the spread of innovations in this system. It has been defined that the lack of professional competence and concern in the innovative changes will have a negative impact on the successful implementation of innovations.
Public authorities have been provided with the guidelines as for the improvement of the processes of innovation implementation in the public administration activity. The main message consists in social and psychological readiness of public servants for the introduction of innovation changes. It has been proved that as of today, the information and analytical support of the public authorities in the field of innovation implementation does not meet the requirements of the state in reforming of public administration, its European development vector, European standards of the appropriate administration of the country, as well as the modern level of the development of information and communications technology.
