Essay

The dissertation is devoted to the solution of the actual scientific problem in determining the scientific principles of the functioning of mortgage housing lending to young people through the development of theoretical positions, the development of methodological approaches and practical recommendations for the activation of the functioning of mortgage housing loans for youth. The essence of key concepts, including mortgage housing loans for young people, considers the main factors influencing the development of IDUs of young people both in the world and in Ukraine. The current trends in the availability of residential real estate for young people have been analyzed, the grade of young families has been developed for the level of provision of housing, the need for it and the amount of income that a young family receives. The methodical approach to assessing the level of affordability of residential property for young families has been improved. The methodological approach is based on the distribution of young families in three categories - depending on the level of income received and the standards of residential real estate, and to calculate the availability of residential real estate takes into account the income and expenditure component of the borrower, which, in turn, increases the accuracy of assessing the availability of residential real estate on the residential property market for different categories of young families. Based on the identification of external and internal factors affecting the interest rate for the IHC and the volume of mortgage residential loans, a projected model for estimating the interest rate on mortgage housing loans for young people The ways of activating mortgage housing loans to young people have been developed through the introduction of a mechanism for cheapening mortgage housing loans on the basis of ranking of interest rates on mortgage loans, taking into account the scoring of the borrower, conducted by the State Mortgage Institution. The methodical approach to activating mortgage lending on the basis of the corporate mechanism "employer-employee" is proposed, the realization of which is possible due to cooperation of the state, employer and employee. The methodological approach is based on savings and savings accounts of employers, which are formed at the expense of tax benefits on income tax for those involved in the process of lending to employers, which in turn provides an opportunity to increase the volume of residential lending for young people in the residential real estate market, to increase the level of motivation for young specialists, and allows employers to receive additional income from providing mortgage loans at the expense of established preferential rates. The organizational and methodical recommendations of activation of mortgage housing lending of youth on the basis of three-component classification of subjects of mortgage housing lending to youth are given.
