Bezkorovaina U. Improvement of the mechanisms of medical care and services provision state regulation by the average medical personnel in Ukraine

The dissertation defines theoretical and methodical aspects and preconditions for the formation of the state policy regarding the provision of medical care and services by the average medical personnel in Ukraine. The foreign experience of medical assistance and services provision by the average medical personnel and the role of the state in ensuring this process are generalized. The main shortcomings of the modern health care system with respect to the medical care and services provision by middle medical personnel are distinguished and classified. The current state and state regulation peculiarities of medical care and services provision by the average medical personnel in Ukraine, its normative and legal support are analyzed. The organizational mechanism of state regulation of medical care and services provision by the average medical personnel is described and ways of its modernization are offered. The theoretical and methodological approach to increase the effectiveness of the motivational mechanism of public administration providing medical assistance and services by the average medical personnel is developed. Practical recommendations for improvement the mechanisms of state regulation of medical care provision and services by the average medical personnel in Ukraine are substantiated.
