Essay

The dissertation is devoted to the analysis of the phenomenology of systematization of subordinate normative legal acts (issued by higher and central executive bodies). The evolution of the national scientific thought in the field of systematization of by-law normative legal acts is described. The modern scientific and theoretical approaches on the subjects of systematization of sub-legal normative acts are generalized. The principles of systematization of sub-legal normative acts are disclosed. The classification characteristic of forms and methods of systematization of subordinate legal acts is presented. From the comparative and legal point of view, the experience of systematization of subordinate normative legal acts in the positive law of Ukraine and some post-Soviet countries is illustrated. Separately, the study highlights the actual problems of modernizing the legal regulation of the systematization of sub-legal normative acts, as well as the role of systematization of sub-legal acts in overcoming legal conflicts.
