Valuiskyi I. Transformation of the Budget Policy of Ukraine in a crisis period

The theoretical foundations for the budget policy formation in Ukraine were further developed in the dissertation. The mechanism of the crisis influence on the budgetary processes and their influence on the trajectory of «a landing the economy» during the crisis has been examined. The methodical approach to assessing the direction of the budget policy of Ukraine has been improved; the most significant vectors and the main problems for the implementation have been determined. The methodical approach for estimating the level of volatility and uncertainty of the budget processes has been developed. Also, the theoretical and methodological substantiation for the budget process management has been further developed. The system of measures has been improved to regulate the level of uncertainty of the budget processes. The theoretical basis for the formation of the policy for the providing of budget security has been improved. The basic idea of such a policy, the conditions for its realization, the criteria for choosing a dominant aspect, and the choice of ways for the implementation in accordance with the dominant aspect have been established. The groups of specific dangers and threats to the budgetary security of Ukraine were identified. A tetrad of ways to improve the budget policy has been formed. The conditions for the implementation of the budget security policy have been revealed. The further development of scientific and methodological principles for assessing the implications of the budget policy implementation during the crisis has been represented. An appropriate methodological approach has been developed and the elements for the evaluation of the anti-persistence of the indicators of budget policy orientation were integrated into the process of scenario modeling.
