Stepaniuk N. Development priorities and ways to improve budget financing in Ukraine

In thesis work is proved that the budgetary financing is a form of financial provision of functioning and development of the country. The existing interpretations of the term “budget financing” are critically processed and it is proposed to consider it in terms of procedural and legal aspects. The expediency of introducing two new principles of budget financing has been substantiated. The elements of budget financing in terms of budget expenditure and use of budget funds are highlighted. The proposed division of participants in budget financing in external and internal according to certain criteria. The practice of functioning of the selected elements of budget financing is analyzed. The necessity of introducing “treasury budget servicing procedures for expenditures” was justified, their list was systematized and integrated into the appropriate stages of expenditures budget execution. The offered periodization of establishment and development of a system of recalculation in sheets at implementation of the budget in Ukraine gave the chance to formulate offers of their further improvement. The effectiveness of state financial control was rated. The factors of occurrence of risks of budget financing and ways to minimize them are formulated. A multifactor model of the main risk-forming factors from budget losses was built. The priority directions of budget financing in Ukraine for the medium term have been identified by sections of the functional classification of expenditures. Taking into account the problems of informing the public on budget financing the provisions of a single information space was developed.
