Essay

The dissertation attempts to isolate and analyze the main risks and threats that arise in connection with the processes of informatization of society. In this context, the place of information security at the national and international levels is of great importance. The main results of the research, which contain scientific novelty, consist in the fact that for the first time the main types of political models were determined and the role of the state in the process of formation of the information society was substantiated; shows the practical differences of the emergence of the information society, which are inherent to different countries at different historical stages of political development; the characteristic features of the information society in Ukraine are revealed. Also, the method of studying the peculiarities of the formation of a modern information society and the conceptual apparatus of the research is specified in the work; features of the formation of the information society model in the USA; the practice of information society formation in EU countries. Recommendations on the information policy of Ukraine in the context of external challenges are offered. There has been further development of the research of the practice of US information policy in the current realities and approaches to information policy in the EU. The conclusions state that the process of formation of an information society in different countries is uneven, since countries are building models of an information society based on their geopolitical, economic, cultural and spiritual characteristics. By integrating with the EU, Ukraine must conduct its information policy in such a way that it is based on those methods used by the EU as well as to use offensive means. The dissemination of its own information presence in the world and the strengthening of Ukrainian information positions should be considered as an essential component of the information policy in order to ensure Ukraine's information security in the world. The state needs to be able to control the circulation of information data. Only under such conditions can it guarantee the protection of information and security in general, including information. Consequently, the state should allocate more and more resources and technologies to prevent threats and resolutely counteract them. The dissemination of its own information presence in the world and the strengthening of Ukrainian information positions should be considered as an essential component of the information policy in order to ensure the information security of Ukraine.
