The dissertation is devoted to the definition of the essence of civic education as a factor in the development of democracy in the Republic of Poland and Ukraine. It has been determined that civic education is a concrete practical action designed to ensure active citizenship, responsibility, initiative of citizens, etc., and is the basis for creating other conditions (democratic institutions and procedures), functioning of which becomes valid only if the “correct” understanding of their functions and principles of action, and in general, enables the existence of democracy. It is proved that the democratic development of modern states (in particular, the Republic of Poland and Ukraine) is not possible in the absence of a proper attitude to civic education and the formation of a proper style of behavior (knowledge, skills and attitudes) of citizens, which in such conditions may be only formal and, as such, consequence, to determine the low efficiency and instability of the democratic political system. On the basis of a comprehensive generalization of historical experience, theoretical developments of Ukrainian and foreign (Polish) scholars on civic education and the analysis of the political and legal framework governing the modern implementation of civic education as a factor in the development of democracy in the Republic of Poland and Ukraine, the role of civic education in the formation and the development of democratic institutions and processes in the Republic of Poland (civiс education is continuous, systematic and practically oriented, recognized as part of state policy and an essential component of all political programs and practical actions, has a legislative form and is enshrined in various normative acts, defined by the concept of civic education, continues to be an important theme of Polish and international projects and programs. , developed and implemented with the support of the state, nongovernmental non-governmental organizations and foundations) and clarifies the specifics of civic education in Ukraine (which consists in the absence of a clear request for civil education by the authorities (the state is leveling up its own participation in the development of civic education), which is confirmed by the lack of a normative framework for the implementation and implementation of systematic and comprehensive civic education, as well as the state strategy of educating a citizen in accordance with values and principles democracy; uncertainty about the implementation model, and, in general, the lack of a public understanding of the need for civic education, the simulation of the functioning of government institutions, and the provision of civic education as an important factor in the development of civil society and democracy).
