Object of research – postgraduate education of primary school teachers. The purpose of research is to develop, substantiate and experimentally test the model of development of professional language and speech competence of primary school teacher in the system of postgraduate education and to determine the organizational and pedagogical conditions for its implementation. Scientific novelty is that for the first time to develop, substantiate and experimentally test the model of development of professional language and speech competence of primary school teacher in the system of postgraduate education in the process of advanced training covering theoretical and methodological (purpose, tasks, principles, approaches, components), content-activity (content, stages, forms, methods, means), diagnostic-productive (criteria, levels, indicators) interconnected blocks; defined organizational and pedagogical conditions that ensure the positive dynamics of the professional language and speech competence of primary school teachers in the system of postgraduate education (creating an educational and developing environment, interactive learning, coordination of the joint activities of educational entities process; e-provision of professional language and speech competence development of teachers); components (motivational-personal, cognitive-speech, praxeologically-effective), criteria (personal, cognitive, behavioral), indicators (motivation of speech and speech development, formation of knowledge of language, speech, linguistics, professional speech and speech communication, the formation of professional linguistic ability to use means of non-verbal communication) and levels (basic, medium, high, perfect) for the development of professional language and linguistic competence teachers. Developed and implemented in the process of improving the skills of primary school teachers scientific and methodological support, which contains the program of normative "Pedagogical Innovation" and the variant "Professional Language Competence of the Teacher" courses, "Professional Dictionary-Directory of Primary School Teachers", a complex multimedia presentations, didactic materials, electronic didactics, virtual interactive cabinet of the teacher, teacher's blog.
