Essay

Object financial imperatives to counteract the shadow economy. The purpose – to deepen the theoretical foundations and develop the practical guidelines for the formation of fiscal imperatives to reduce the shadow economy in Ukraine and to determine the main directions of fiscal institutions’ reforming to reduce the level of the shadow economy in Ukraine. Methods – dialectical, theoretical generalization, analysis, synthesis, historical, scientific abstraction, systemic, economic-statistical, calculation-analytical, comparative analysis, graphic representation, economic-mathematical modeling. The results – formation of conclusions and proposals of a scientific-theoretical and practical nature regarding the shadow economy reduction in Ukraine through the reform of the sphere of fiscal relations. The novelty lies in the determination of fiscal component of the shadow economy reduction policy, which notes the importance of not only tax but also budget tools in the context of counteracting the shadow economy; improvement of scientific and theoretical approaches to the interpretation of fiscal imperatives, which let learning them at macro and micro levels and from the point of view of their influence on the development of shadow economic processes; improvement of the classification of the fiscal consequences of significant level of the shadow economy, which allowed us to observe the process of emerging fiscal consequences, assess the scale of their manifestation in Ukraine, and identify the potential effects of level reduction of the shadow economy; substantiation of the imperatives of improving the quality of fiscal institutions with the aim of shadow economy level reduction for developing countries. This made it possible to outline the necessary benchmarks in financial activities of the governments of the developing countries in order to reduce the level of the shadow economy; deepening the scientific and methodical approaches to assessing the influence of formal and informal fiscal institutions on the level of the shadow economy through economic and mathematical modeling; development of scientific and practical recommendations concerning reduction of the shadow economy level in Ukraine. Introduced in to the activity of Verkhovna Rada Committee on Economic Policy, Vinnytsia Regional State Administration, The Main Department of the State Fiscal Service in the Ternopil Region and in the educational process of Ternopil National Economic University. The sphere of use is the activity of State Fiscal Service of Ukraine and Verkhovna Rada Committee on Taxation and Customs Policy.
