Palokha O. Development of the mechanism for municipal lending in the system of local finance

The thesis contains theoretical principles, methodological approaches and scientific and practical recommendations for improving the mechanism for the development of a municipal loan in the context of the reform of fiscal decentralization. The main stages of the formation, functioning and development of communal credit system have been arranged, the structure of such a system has been built, its main components have been determined. The conceptual and categorical apparatus of the research topic has been systematized, the author’s interpretation of the concept of “communal credit” has been proposed. The specific features of communal credit have been revealed in comparison with other types of credits. The structure of the mechanism of state regulation of the communal credit system in Ukraine has been explored. The components of financial security in the communal credit system have been substantiated; the assessment indicators and indices of such security have been developed. The main types of risks in the communal credit system have been classified and a comprehensive system for their management has been developed. The structure of the mechanism of communal credit has been built, the method of estimation of the efficiency indicators of communal credit use has been developed. The integral indicators of financial self-sufficiency of local communities have been calculated, which provided an opportunity to identify the need of communities for additional resources which can be mobilized through the use of communal credit. The strategy of the communal credit system development has been formed that is based on new forms of collective financing of local infrastructure projects. In the context of the reformation of fiscal decentralization and the formation of civil society, it promotes the introduction of new approaches to the cooperation of local self-government bodies with business structures and the population of local communities.
