Dubyna M. Financial stability of local budgets in the process of decentralization in Ukraine

It is devoted to the theoretical and methodological bases of financial stability of local budgets; it gives scientific and methodical recommendations as well as practical ones to form stability of local budgets’ functioning in the process of decentralization. This thesis studies theoretical bases of financial stability of local budgets; it reveals risks to form local budgets as well as their influence on financial stability in the process of decentralization; it studies methodical approaches to the assessment of financial stability of local budgets. It reveals the risks’ tendencies to influence financial stability of local budgets in Ukraine; it analyses budget decentralization as well as its influence on financial stability of local budgets; it proposes methodical tools to estimate financial stability of local budgets. The thesis researches the worldwide experience of decentralization as well as its possibilities to be adopted in Ukraine; it studies conceptual approaches to managing local budgets’ stability; it provides proposals for strategic tendencies to form enduring financial stability of local budgets in the process of decentralization in Ukraine.
