In the dissertation the actual scientific task was solved, which was to substantiate and develop methods and means of constructing the models of activity of the next change of the district control center of the system of air traffic services, which will provide increase of efficiency and quality of the decision of problems of air traffic control. In this paper, controversies in the practice of air traffic control systems were considered. As a result of the review, the main factors that influenced the need to improve the work of the next ACC work, including improving the technical characteristics of airspace and the density of air traffic, increase the capabilities of ACS to solve problems of management in different ways, increase in volumes of manuals and manuals, which should be used in the course of work on air traffic services to the air traffic controller, the complication of the issues of the preparation of air traffic controllers and the coordination of alternates ACC changes. As a result of experimental studies, the possibility of a significant improvement in the performance of air traffic services on the basis of the use of models of activity with variable structure has been shown. The application of the developed methods allowed to reduce the time spent on searching for and elimination of errors for all types of operations when performing another change in the algorithm of activity when restoration of the orientation by the crew of the aircraft, on average, decreases by 30%. At the same time the possibility of timely detection and correction of errors in the performance of the algorithm of the next change of the ACC for the restoration of the crew of the aircraft of orientation increases by an average of 2 times. The probability of a timely solution to the problem of air traffic servicing by another change in the AСC thus increases on average by more than 22%.
