Hurkova A. Acts of local authorities in Ukraine: theoretical and legal aspects

The thesis is the first in the national science of complex research of legal nature, the order of preparation, adoption and appeal of acts of local public authorities. An improved classification of acts of local public authorities is proposed, taking into account the types and entities that are entitled to issue these acts. A number of drawbacks in the planning and adoption of acts of local public authorities is stated. Based on the identified gaps in the legislation, methodological recommendations on local norm-setting, reasoned recommendations regarding the change of legislation in this area, which in our opinion will have a positive impact on the quality of the acts issued by local public authorities, on the autonomy of the decisions taken, and on the improvement of the mechanism of the population participation in the adoption of local acts to meet their needs and interests in a particular administrative-territorial unit are suggested and formulated.
