Serdiukova O. Mechanisms for providing innovative development of territories in Ukraine

The scientific approaches to the definition of the basic concepts of categorical apparatus in the sphere of application of innovations are systematized, based on the new requirements of bringing a modern information society to the level of needs satisfaction and the purpose of innovations to solve contradictions that arise in society in the course of its life, and the content of the definitions of "innovation" and "innovation development" in the context of public management of territories development, which is based on new knowledge. The model of subject-object relations in the system of public management of innovative development of territories has been improved taking into account modern requirements of society in the process of its formation as informational one and accentuating on the software and service provision, using these processes in the activities of the subjects of innovative development of the territories providing the local community with a new level of quality service meant to meet its needs. Typization of innovative forms of development of settlements and improved methods of managing the processes of implementation of public-private partnership has been carried out, it relates to power and administrative forms of development; this has been done by defining a unified organizational and economic mechanism for writing off concession property, as well as taking into account the features of such write-offs when calculating concession payments. Taking into account the results of the generalization of foreign experience, the organizational mechanism of public management of the provision of innovative development of territories has been improved by specifying the authorities and functions of the subjects of management of the innovative development of the territories, and the creation of the Coordinating Council for the Implementation of Innovations in the respective territory at local council offices, as well as the information and personnel mechanism - by applying the latest teaching methods and forms of personnel management. The approach to the formation of a mechanism for evaluating the effectiveness of the introduction of innovations in various spheres of activity of the territorial community is proposed based on the understanding of its impact on the level of competitiveness of the territory as an integrated indicator on the basis of determining changes in its component characteristics.
