Thesis justifies theoretical and methodical provisions and develops practical recommendations to form and develop management personnel of a machine building enterprise. Thesis clarifies the notion "Management Personnel". The work considers this category as personnel responsible for an enterprise activity management, planning and control that meets the requirements of external and internal environment conditions and has such personified features (skills), which can be used during production under the particular organizational and technical conditions and within particular period of time with the aim to provide the efficient operation and development of an enterprise. Thesis organizes personified features of management personnel and identifies their two levels - individual and common (corporate). This allowed forming principal approaches to the management personnel components formalization. The following feature develops the classification of an enterprise management staff: personnel useful effect at which the procedure of conducting qualitative and quantitative analysis of labor process at an enterprise is formed. Thesis studies quality of work as a generalized work characteristic in connection with its useful effect determined by the work productivity, working means and tools usage efficiency and the quality of a manufactured product. Methodical approach to management personnel organizational structure diagnostics was improved in the thesis. The work suggests five level system of factors for management personnel analysis: the level of functional and target determination; correspondence to the economy principal; correspondence to the flexibility principal; employee's engagement efficiency and department division justification; the level of efficiency and reliability. The obtained economic indices clarify the efficiency condition and results of an enterprise management personnel performance. The methodical approach to management personnel organizational structure analysis was advanced considering the meaning of the following factors: organizational structure formalized parameters and an enterprise financial state evaluation that allows determining the direction of management personnel development by means of an integral evaluation method for mentioned factors. The work uses management personnel organizational structure non-formalized parameters calculation method on the basis of management personnel organizational structure parameters correspondence to the level of an enterprise financial stability with the consideration of "standard" level of an enterprise financial stability. To evaluate financial stability of machine building enterprises it is suggested to use the integral method on the basis of qualitative indices combination, namely, return on assets; current liquidity coefficient; autonomy coefficient. An industrial enterprise management personnel development system components were organized. The links between the system elements were studied that allowed achieving targeted development with the least losses under the condition of limiting enterprise's opportunities by external environment. Organizational and economic model of enhancing the efficient use of an enterprise management personnel was improved, which is based on two functional analysis groups in contrast to the existing ones - efficiency of an enterprise organizational system and efficiency of the process of achieving an enterprise financial stability - as well as eight modular blocks directed to achieving key targets of an enterprise management personnel formation and development. Studying the scientific-and-methodical and management problem of organizational and economic component of an enterprise management personnel formation and development aimed at increasing financial stability of a machine building enterprise made it possible to improve an industrial enterprise management personnel formation mechanism. The suggested mechanism describes the order of actions starting with the stage of realizing the necessity to enhance management personnel organizational system that arises due to the external environment pressure and/or the corresponding (outspoken) reaction of an organization, optimization of an enterprise's development goals and functions and after these steps corrections of management personnel position instructions with the aim to define really performed duties and make them meet the requirements as well as required rights to do this.
