The thesis deals with the problem of English lexical and grammar competence self-mastering while reading by future military experts with the help of mobile applications. The purpose of English lexical and grammar competence self-mastering while reading by cadets is concretized. The concept of asynchronous independent work, informal learning and independent learning is specified. The principle of informal learning has been realized through the educational process. Principles and criteria for choosing educational material from RSS with the help of free Google Play Newsstand mobile application are defined. The lexical minimum with a total number of 212 lexical units for future military experts in the area of information and telecommunication technologies has been made and also grammar minimum has been chosen from the web-texts (? 17,000 words).
