Object - the process of ensuring socio-political stability in the conditions of democratic transit; the aim is formulation of the main conceptual bases of creation of effective models and mechanisms of introduction of institute of political tolerance as imperative of democracy promotion and ensuring socio-political stability; methods - historical, dialectic, system, comparative, sociological methods, monitoring, forecasting, modeling; novelty - experience and a certain political and legal value of an institutionalization of tolerant forms of political participation in democratization conditions is systematized; results - the model of forming the institution of political tolerance is proposed, based on the interconnection of political behavior and objective possession of political knowledge of participants in the political process; it is introduced in a fields - the theory of politics, political practice.
