Lukashov O. Mechanisms of governmental regulation of strategic development of a region

The dissertation presents a consistent solution of a specific scientific problem, which consists in theoretical substantiation and development of practical recommendations for improving the mechanisms of state regulation regarding the improvement of the mechanisms of state regulation of the strategic development of the region. The organizational structure of the complex mechanism of state regulation of the strategic development of the region is proposed and substantiated. The justification of the principles of state regulation of the strategic development of the modern region on the basis of the theory and practice of using instruments and mechanisms of state regulation in developed countries of the world has been improved. The complex mechanism of strategic development of the region with coverage of the region, anchor projects and programs as a unified system on the basis of the control parameter "ability to realize the necessary competencies" of the management system is improved. The substantiation of the organizational-role mechanism for managing the implementation of the regional program of projects as an instrument of multilevel interaction has been improved. Further development of the clarification of the concepts "mechanism of state regulation of strategic development of the region" and "strategic development of the region" was developed. The stages of development of mechanisms of state regulation of strategic development of the region in Ukraine are systematized. The evolution of the introduction of a strategic approach to the practice of domestic state administration has been explored. The systematization of stages of development of mechanisms of state regulation of strategic development of the region in Ukraine is proposed: creation of preconditions for the formation of mechanisms of state regulation of strategic development of the region (1991-1999); formation of mechanisms of state regulation of strategic development of the region and its components (2000-2005); formation of mechanisms of state regulation of strategic development of the region (2006-2013); integration of the mechanisms of state regulation of the strategic development of the region into the international space (2014 - till now), which allowed to identify problematic issues that need to be addressed.
