Essay

The dissertation is devoted to the scientific and theoretical substantiation and development of practical recommendations for the implementation of an effective public administration system in Ukraine. The existing models of public management are considered, their analysis and comparison are carried out, the classification of models is developed. The international experience of development and formation of public management in groups of the country is considered - such, the main element of public management of which is the participation of citizens; those who consider citizens as clients; those that do not pay much attention to the participation of citizens. Based on the experience gained, the positive practice of applying public administration models, reforming and implementing public administration in the countries of the world is generalized. A convergent model of public administration for Ukraine was proposed, a set of measures on implementation of the proposed model in a practical plane was developed. Based on the analysis of public administration models and world experience of their application for implementation in Ukraine, the convergent model of public administration that takes into account the main tendencies in the development of the concepts of public administration, with the simultaneous borrowing of certain elements of the traditional model of public administration, new public management, and such characteristics is proposed in the most effective way. good governance and the latest concepts of public administration as a central place for citizens, social interaction, the establishment of an effective social dialogue between citizens, business and the state, and the widespread use of network management and e-governance as a means of achieving the goals set.
