Essay

Object of study: the formation and implementation of the state strategy for the development and reform of education. Objective: to substantiate the theoretical and applied provisions of strategic state planning in education and on this basis to determine ways to optimize the mechanism of public administration in Ukraine. Methods: historical and logical; model-system; structural and functional; comparative; process. Results: the theoretical foundations of strategic planning in the field of public administration of education were developed, aimed at optimizing its use as a mechanism for reforming the industry and meeting educational needs at the personal, organizational and national level. Novelty: strategic planning is presented as a comprehensive mechanism for managing educational development in Ukraine in the form of an integrated model developed; improved approaches to the definition of strategic state planning in education as a function and mechanism of public administration; the substantiation of the role of strategic state planning in the management of education through its characteristics as a management system has been improved; the conceptual basis for the analysis of strategic state planning in education as an innovative mechanism of public administration with the definition of the general theoretical role of innovation-synergetic and system-model methodology was further developed; the definition of elements of the world experience of state strategic planning in the context of the tasks of increasing the effectiveness of reforming the national education system has been further developed.
