The dissertation is devoted to the substantiation of theoretical positions and the development of practical and applied recommendations for improving the mechanisms of strategic management in a service-oriented state. The dissertation systematized theoretical approaches to strategic management; the stages of development of service activity by state authorities are determined; the concept-categorical apparatus of the sphere of formation and implementation of a service-oriented state is developed, in particular, the features of the interpretation of the concept of "mechanisms of a service-oriented state" and "mechanism of strategic management" are revealed. The ways of increasing the efficiency of service-oriented state and directions of improvement of mechanisms of organization of strategic management are determined. It is disclosed that the organizational-legal mechanism of strategic management in a service-oriented state combines a group of tools of direct influence on social relations, which includes regulatory, control, permitting and planning-spatial tools. The main advantage of the use of such instruments is direct and purposeful influence on the subject of the mechanism of relations, its state or activity. The choice of such a mechanism consists in precisely taking into account the specific features of the industry, the content and composition of the solvable socio-economic tasks, which allows to objectively establish the connection between the performance and characteristics of each individual element of the entity's environments. The directions of increase of efficiency of service-oriented state are determined. The main areas we can include the following: overcoming the digital divide; development of digital competences; implementation of the concept of digital jobs; digitalization of the real sector of the economy; realization of projects of digital transformations; transfer of basic administrative services to communities in order to bring these services geographically closer together and provide them through established integrated offices; adoption of the law on administrative fees and the general administrative procedure; creation of appropriate structural subdivisions in state institutions, which will deal with the introduction of e-government at both the state and local levels; overcoming the bureaucracy in providing administrative services.
