Ivanov H. The mechanism of state management of development of sea ports of Ukraine

The dissertation is solved the actual scientific and practical task of improving the mechanism of state management of the development of sea ports of Ukraine as elements of the transport infrastructure of the country and as subjects of management. According to the results of the research of the theoretical principles of state management, the development of sea ports is generalized the characteristics of existing models of seaports and management structures for the development of seaports, two forms of interaction between public authorities in the development of seaports and subjects of port activity are identified (subject-object and subject-subject). The theoretical and methodological provisions concerning the transformation of the state governance mechanism of sea ports of Ukraine development are justified and disclosed through the goals, tasks, forms, methods and instruments of state management for the development of sea ports of Ukraine as components of its implementation mechanism. According to the results of the analysis of the state of the national sea ports of Ukraine system, the main factors influencing the dynamics of cargo handling in sea ports of Ukraine are identified. The complex of directions for optimization of the system of strategic management of the development of sea ports of Ukraine on its main structural elements are improved. The initial conceptual position of the state administration for development of sea ports of Ukraine is formulated. Improving of legal support for the implementation of the state development management mechanism of the sea ports of Ukraine is proposed.
