The subject matter and theoretic differences of current influence of public policy on rural territory development in the process of transformation of agricultural industry and rural life standards are determined. The evolution of the rural development politicy is studied and conservativism of the role of the nation, according to farmers, in the process of urbanization and changing rural settlement network is highlighted using methodology of retrospective analysis. Directions of reconsideration of relevant politics in Ukraine are reasoned with taking into account the experience of convergence and unification of rural development politics in EU and the fact that planning of rural development within national politics should be brought into action both from "top to bottom" and from "bottom to top" which provides for using rural communities social potential. Classification of rural citizens according to a combination of features (lifestyle, source of income, pattern of participation in civil affairs) is accomplished and population groups with different levels of civic engagement are defined. The main tendencies of rural social transformation which has negative influence on self-development of rural communities are detected. They were taken into account at formulation of the concept of rural development national policy model. The main reasons that prescribes the necessity of reconsideration of administrative and territorial system of Ukraine are defined. The concept of rural development national policy model is exploited. It is based on integration of public administration and local self-administration mechanisms with using political subsystems and it is proceeded from the idea of negative economic and social urbanization and supporting citified culture in rural locality as a consequences of minimization. Expediency of using social and economic rural communities potential for formulization and realization of rural development politics is asserted. It should be noted that the attention is paid to positive effects from combining the creation of economic base of rural communities mechanism (financial) and civic initiative mechanism (social). Using of gender approach at organizing rural development politicy which is embodiment of human-centered orientation is provided. Also expediency of using gender analysis while specifying conditions for community resourses' provision that supports local citizens' needs is asserted.
