Essay

Object of study: public administration of personnel policy. Purpose: substantiation of the theoretical foundations and development of practical recommendations for improving the organizational and economic mechanism of public administration in the formation of personnel policy. Methods: a systematic approach, a hypothetical-deductive method, a method of structural and functional analysis, comparative methods, a statistical method, a prognostic method, a theoretical-conceptual method. The results are theoretically grounded and scientifically developed scientific and applied recommendations for improving the organizational and economic mechanism of public administration in the formation of personnel policy. Novelty: reasonably strategic directions for the development of public administration by the formation of a personnel policy in socio-economic systems; improved approaches to adapting the foreign experience of public administration in the formation of personnel policy on the basis of determining the need for a satisfactory balance of reproduction of personnel potential; definitions of the development directions of economic strategies for influencing the organizational and economic mechanism of public administration in the formation of personnel policy through the personnel audit system have been improved; The conceptual and categorical apparatus of science, public administration, was further developed in terms of introducing into its circulation the definition of "the organizational and economic mechanism of public administration by the formation of a personnel policy."Introduced into the activities of the Department of Regional Development of the Cherkasy Regional State Administration, the Civil Protection Department of the Cherkasy Regional State Administration, the Executive Committee of the Khmelnitsky City Council of Vinnitsa Region.
