It analyzes the main psychological and pedagogical approaches to the problem of reading scientific texts in a foreign language. The factors influencing the development of reading competence of students of technical specialties are analyzed. The psychological structure of teaching to work on foreign scientific texts is studied, it includes motivational, cognitive, operational and emotional-volitional components. A program for increasing the effectiveness of teaching students of technical specialties to work on foreign scientific texts has been substantiated and tested, and the effectiveness of its use in the educational process of higher education institutions has been proved.
