The dissertation systematises the conceptual framework and specifies the content of notions “state authorities’ personnel”, “the procedural context of the professional development”, “the efficient context of the professional development”, “professional development of the state authorities' personnel”.
It systematises and details the content of factors influencing the development of the professional competence of a civil servant (objective and subjective).
The thesis characterises the basic principles of strategic management of the professional development of the state authorities’ personnel, namely: sustainability, implementation, flexibility, orderly conduct, efficiency, complexity, and also control.
It examines the peculiarities of normative-legal regulation of professional development of the state authorities' personnel. Identifies the necessity to standardize the system for monitoring and assessing the quality of vocational training of state authorities’ personnel, in line with the norms and standards of the European Union, to introduce an effective system for identifying the needs for vocational training of state authorities’ personnel, to ensure the continuity, compulsory nature and planning of vocational training of civil servants, development of the market of educational services in the sphere of vocational training of the state authorities’ personnel on the principles of transparent and fair competition. The dissertation refines on theoretical ideas with regard to the development of the systems of the vocational training of the state authorities’ personnel in Ukraine using the “natural” and the constructivist approaches.
The thesis identifies the priority guidelines for improvement of the system of professional development of the state authorities’ personnel in Ukraine, namely: target financing of the professional development of personnel, introduction of a system for assessing the quality of educational services for the development of personnel, monitoring the results of the development of personnel, focusing on strategic forecasting of the professional development of personnel, introduction of pedagogical innovations in the management of professional development of personnel, standardization of professional internships abroad.
It elaborates the proposals to state authorities on the management of professional development of personnel, such as: introduction of amendments to Article 48 of the Law of Ukraine “On Civil Service” by the Verkhovna Rada of Ukraine in terms of the purpose, objectives of vocational training, principles, types and forms of vocational training, expenses for vocational training, as well as its duration, the use of a holistic system of professional development of state authorities’ personnel in the work of ministries, public services, agencies, inspections, funds and other bodies of central executive power, regional state administrations, as well as other local executive bodies of Ukraine.
