Pohorielov V. Formation of local self-government budgets in conditions of fiscal decentralization

Approaches to the interpretation of the concept of decentralization are singled out and its basic types at the state level are considered. The essence of the concept and the structural structure of fiscal decentralization is defined. Approaches to the interpretation of the notion of local budgets are revealed. Budget concepts and forms of local governments financial autonomy in the context of their interaction are considered, as well as a list of conditions for effective fiscal decentralization and their main indicators. The main models of local self-government are characterized. The analysis of the dynamics of changes in the composition and structure of incomes of local budgets and an assessment of the level of their financial decentralization of local budgets are carried out. The place of local budgets incomes in tax revenues in Ukraine is determined. A scheme for allocating financial resources between state budgets and local self-government bodies is constructed. The prospects of creating and attracting local non-state pension funds and municipal banks in the mechanism of financial support for local self-government are outlined, and the place of public-private partnership in the formation of the mechanism of local authorities’ financial autonomy is determined.
