The dissertation solved the actual scientific and applied task, which is to develop mathematical methods and software for the system of support of making decisions on the formation and development of territorial communities. For the first time, the method of formation of territorial communities, which is based of swarming algorithms has developed, improved method of formation of territorial communities way of multicriteria optimization on the basis of swarming algorithms by setting up free parameters, acquired the further development of the methods of planning the development of the territorial communities of the way questioning residents of local communities, to solve the planning repair roads within the local community to use modification Prima`s algorithm.
