Oginska A. Optimization of budget expenditures on social protection and social security

The object is budget expenditures on social protection and social security. The aim is to deepen the theoretical and methodological foundations and to analyze the current practice of budget financing of social protection and social security in order to assess its effectiveness, as well as to develop scientific and practical recommendations for optimizing budget expenditures on social protection and social security. The results of the study consist in extending the theoretical and organizational foundations of financial support on social protection of the population in the context of building a country of social welfare, defining strategic directions for improving the organization and tools for implementing budget expenditures on social protection and social security in order to increase citizens' well-being. The novelty consists in deepening theoretical approaches to the interpretation of the essence of the system of social protection of the population, completing the classification of the areas of financing social protection of the population, improving methodological approaches to the application of the matrix of the Boston Consulting Group, deepening scientific approaches to understanding the essence of optimizing budget expenditures on social protection and social security, supplementing the classification principles of implementation of budget expenditures on social protection, improvement of approaches to optimization of budget expenditures on social protection and social security in terms of building threefold algorithm. It was implemented in the activities of the Department of Social Protection of the Ternopil Regional State Administration, the financial management of the Ternopil Regional State Administration, the Department of Social Protection of the Population of the Lviv Regional State Administration, and the Ternopil National Economic University.
