Thesis for a Candidate Degree in Public Administration (Doctor of Philosophy), specialty 25.00.01. – Theory and History of Public Administration. – Lviv Regional Institute of Public Administration National Academy of Public Administration under the President of Ukraine, Lviv, 2019. The thesis substantiates the theoretical principles of reforming and functioning of the state administration system in the area of general secondary education. The conceptual and categorical apparatus of the research is specified; in particular, the specifics of the system of general secondary education as the object of public administration under conditions of social transformation are specified. In order to identify the main scientific achievements in the system of education management, theories and tools of educational management were identified. An overview of the definitions of “education”, “state education management” is made, and the vision of these definitions is proposed. Also, the levels of public administration in education at all the hierarchical levels are considered and the lack of interaction with the public and non-governmental sector in particular is revealed, which negatively affects the efficiency of the education system. Formation of the systems of state administration of secondary education in Ukraine, which counts back about seven millennia, is thoroughly reflected in the modern scientific literature, being divided into an ancient stage, an industrial stage, a stage of systematization and information, and so on. Present time of the general secondary education of Ukraine with the acquisition of independence is a series of stages of reformation involving certain pan-European experience, which is based on the adaptation of students to the competitive conditions of the modern information society through the democratization of education; it is pluralism, multistructurality, variability and optionality of education; openness and differentiation of education, etc. The education system of Ukraine consists of institutions of education, scientific, scientific-methodological and methodological institutions, research and production enterprises, state and local educational authorities and self-governing bodies in the field of education. The structure of education includes pre-school education, general secondary education, out-of-school education, self-education, principles of education, etc. Study of the documents that constitute the legal basis of the current state administration in the field of education in Ukraine can give us a conclusion that Ukraine has formed a sufficient legal framework aimed at the implementation of strategic tasks, appropriate for a democratic society, into the system of domestic education. This framework covers education in the area of human rights, civic education, intercultural education and the study of global issues. Theoretical conceptualization of foreign experience in the management of education in the modern world has given rise to the assertion that the chosen area is developing in the light of the following general trends, which form the basis of the state educational policy of any civilized state: from centralization in the management of education and rigid state regulation to decentralization and involvement into the management of public-state structures and civil society; from excessive closure and opacity of processes occurring inside the system to the openness of the system and to attempts to the discuss emerging problems openly; from the excessive rigidity of the system of education and its inefficiency to more flexible formulas that open an access to education for an ever-increasing mass of population and increase the efficiency of education at all its levels. The ways of reforming the system of public administration in general secondary education in the context of implementation of the state policy are proposed; directions of influence of decentralization to the development of secondary education are proposed; peculiarities of adaptation of foreign experience are substantiated; conceptual approaches to reforming of the system of public administration in general secondary education in Ukraine in the context of European integration are presented.
