The object of the research is the process of introducing the logistical foundations of state regulation of energy security of the country in order to guarantee its sufficient level. The purpose of the research is to substantiate theoretical positions, to develop scientific, methodological and practical recommendations on the application of logistic concepts and approaches in the process of state regulation of energy security of the country. The author uses the methods of theoretical generalization, methods of comparative analysis, synthesis and grouping, table and graphic, the method of formalization, historical logic, system approach, methods of scenario analysis. The theoretical significance is to substantiate the theoretical basis of the logistic fundamentals of ensuring the country's energy security, taking into account European standards and practical recommendations for their implementation into the national practice of state regulation, which makes it possible to assess the state of energy security and identify the conditions for its provision. Scientific novelty is a semantic model of energy security assessment and forecasting, which, based on the synthesis of the results of analysis of generating capacities and raw material potential, allows to calculate both the integral index and the current level of energy security, which determines the development of measures for ensuring and forecasting Ukraine's energy security; the institutional and legal principles of state regulation of energy security of the country, which, in addition to the existing ones, take into account the peculiarities of the subjects and objects in this sphere, as well as the legislative regulation of the structural components of energy that creates conditions for efficient production, supply, transportation, transfer and electricity consumption; the application of the conceptual framework of logistics in the energy sector, based on the author's definition of "energy logistics" in the interconnection of tasks, principles and circuits, which allows for timely and adequate managerial decisions regarding the optimization of material, financial and accompanying information flows in order to ensure the country's energy security; differentiation of logistic circuits of electricity of generating structures of domestic energy in the context of types of generation of energy, which caused their analytical assessment and gave the opportunity to identify the restraining and stimulating factors of influence, thereby choosing directions and proposing measures of state regulation in order to increase energy security; forecast estimation of the energy security of the country on the basis of adaptation to the energy sphere of the mathematical matrix system, pyramidal method extrapolation of time series, use of the integrated approach, which allowed to determine the scenarios of the development of Ukraine's energy security taking into account the predicted integral indicator of energy security and the proposed regulatory measures of the state; the theoretical basis for ensuring national security, which, in addition to classical provisions, takes into account the symbiosis of the totality of needs and threats of society and available resources from the point of view of the integrity and structuring of the system, which is a prerequisite for the growth of the country's economic potential; the conceptual apparatus of energy security, which allows to link the content content of the definitions of national, economic, and energy security, and differs from the existing identification of factors and factors that provide a level of security that made it possible to formulate the mission of the country's energy security; The principles of regulatory, economic, financial, technical, technological and environmental regulation of energy security are based on the logistic concept, taking into account external and internal factors of energy competition, which ensures energy security for the sustainable socio-economic development of Ukraine.
The subject of the study is theoretical, methodological and practical aspects of the substantiation of the logistic foundations of state regulation of energy security of the country. The recommendations of the author are used to develop, substantiate and improve the methodological and applied grounds of state regulation of energy security for the sustainable economic development of the country on the basis of logistic principles. The sphere of use of author's recommendations is the state authorities, local authorities in Rivne, national subjects of foreign countries.
